This is an entry of an application form. There is an entry named ' permanent home address' before this entry. So I hesitate to fill in the blank if they are the same.

Forms sometimes have this pattern:

Home address: _____________
Shipping address (if different from home address): ______________

You fill in the home address AND the shipping address only if they are two different addresses.
If the home address and the shipping address are the same, you fill in the home address, but not the shipping address.
