Hi.

This is the dialogue from the movie 'Day after tomorrow'.

A:This is the picture of Scotland when the temperature dropped.

B:This thing looks just like a hurricane.

A:Only hurricanes don't form over the land.

Does the underlined sentence above mean: Hurricanes can't form over the land without any other causes?
