Are there omitted words around 'only delayed' to make it more understandable?
What part of speech is 'only' here?

In this case, only is an adverb.

I like "merely."

The sequence seems a little ambiguous. To say that it will not be revoked implies that it is currently in force, or in effect.

To say that it will be delayed (postponed) implies that it has not yet gone into effect.

Perhaps the true meaning is that it will be "temporarily suspended."
