This is mostly correct English, but I wouldn't really understand what "change it to cash" meant, at least not without information about what I was supposed to do with that cash. Perhaps the wider context makes it clearer.

There should be space between "Rs." and "15000".* I also recommend using a thousands separator and dropping the full stop, i.e. writing it as "Rs 15,000".
