We normally say on the [mountain, island etc].

Which is correct or better when the noun is plural, # 1 or # 2?

1. on the [mountains, islands etc]

2. in the [mountains, islands etc]

All are acceptable. It depends on which aspect of hills you are talking about -- the surfaces, the volumes, or the entire geographical territory.

on the surface of the hill
on the surface of the hills
in the interior of the hill (as a cave or something buried)
in the territory of hilly country (OR in the interiors of the hills)
