Which of the three would you use in this example?:
"Any news on the .... gov's plan to finance the automotive sector?" The meaning I would like the adverb to convey is: something that has already started, in which some steps have already been taken.

Is "gov" supposed to mean "government"? The abbreviation doesn't seem very suitable here. The words you suggest are adjectives not adverbs. The only one that can pre-modify a noun is "ongoing". However, if you put it in your gap then it will seem to modify "government", which I assume is not what you want. You could potentially say "Any news on the ongoing government plan to finance the aut

There is a difference between a plan and its execution in a project, or series of projects. A plan is just the list of activities and a timeline.
So you can say "progress according to the government's plan" or "achievements to date on the government's plan."

The thing that is ongoing is the government plan. The government plan is the plan devised by the government.

GPY you're right. Of the three, I think only "ongoing" suits the location I chose in my example, were not for the fact that, as rightly observed, this would modify "gov", which is not what I want. Moreover, either of the other two options would likely require restructuring the phrase. So I'll go with "Any news on the government's ongoing plan/project to finance the automotive sector?".

The project is OK. It may be in progress; there is the notion of it being dynamic, hence 'ongoing' whereas the plan is a sort of static 'thing'.
