ongoing v.s underway

What's the crucial difference between these two words?
Can I say a "course" is "ongoing"?
I see "underway" being used in this situation more often if not always,
but I'm still wondering if I can say a course is
"ongoing"?

They are similar in meaning, but I think that "on-going" implies the action is normal, usual, and will continue as in the past.
