Sorry. Too fast. Keep the article but drop the preposition. "One who does not heed the advice etc."

We say "listen to", but not "heed to."

Re the article, we sometimes say "heed advice from loved ones."

But "heed advice of loved ones" without the article is rare.

I need a vacation! With "pay," you need the preposition. "pay any heed to the advice" is correct.
