One very popular one

There are quite a few places that people like to visit on weekends, but one very popular one is ABC Park.

First one indicates the number 1 (e.g. one place), and the second one is pronoun of place, right?

Hi LiJ Yes, if you insist on using your sentence. It doesn't sound particularly good to my ears. There are two ones for one thing and but isn't a good conjunction for the sentence.
