I have understood the first two sentences, but I have failed to understand the third sentence.

Is this sentence correct?

Grammatically, they are okay. More natural: I understand the first two sentences, but I [fail to][don't] understand the third one. Your "understanding" (or lack of understanding) is in the present, so saying "I understand" and "I don't understand" makes it more immediate.
