One simple question. Thank you.

Hello,

I want to make sure the meaning of the words in bold. "Phones" means a device that is used to talk to others. And "time" means that how much time people talk over their cell phone. If my explanation are wrong, please help me clarify them. Thank you very much.

Michele: Comparatively speaking, is it cheaper to use a mobile phone in Taiwan or in other countries?

Mary: In my experience between the United States and Taiwan, the phones in the United States were cheaper,but the time was more expensive.
