One shoe off, one shoe on

Hi

Does the underlined work at all?

[A asking about B's new office]

A - How would you describe the system?
B - Truly? One shoe off, one shoe on. They are not at all organized. There is no policy. They run this office on a day-to-day basis.

Thanks,

Tom

Not really. This is a quote from an old nursery rhyme. It seems silly in this context.

Diddle, diddle, dumpling, my son John
Went to bed with his breeches on;
One shoe off, the other shoe on,
Diddle, diddle, dumpling, my son John.
