One setting or two settings?

Hi. Please tell me whether it says one setting or two settings. Please see the underlined part. Thank you in advance for your help.

Does this represent one or two settings? I think it represents two settings, specifically the social setting and the historical setting. Then you have a different opinion than the writer, assuming he or she did not simply forget the 's' . I don't really see much difference, anyway.
