one sentence (writing)

1. C02 emissions from the residential and commercial sectors decreased by 3.7% and 1.0% respectively in 2006.

2. C02 emissions from the residential and commercial sectors, decreased by 3.7% and 1.0% respectively in 2006, resulted from the government's efforts.

Q) Does #2 sound ok?
I added the last part "resulted from the government's efforts," meaning that the decrease of C02 emissions is because of the governement's efforts.
Perhaps, two seperate sentences sound better, but I want to convey that meaning in one sentence. Is it possible?
