One of the tools which (let / lets)

I found the following sentences and am wondering if “let” is correct instead of “lets.”

Which is correct, “one which lets” or “tools which let?”

Language is only one of the tools which lets humans do many things. There are many other tools that humans use and that make them special compared to other animals.

"That" is more natural for me. The grammar is "Language is one", subject, copulative verb, predicate nominative. The rest modifies "one", and the phrases are nested.
