One of his better works

1 That movie is a better work of his.
2 That movie is one of his better works.

I think there is a difference in the meanings of these sentences. In '1', we are comparing 'that movie' to another one that has already been mentioned.
In '2' we have divided his movies into two categories (the better ones and the worse ones) and we are saying 'that movie' belongs to the first category.
Is that correct?
Could '1' ever be used instead of '2'?
