In the following text is save used instead of saves because it shows subjunctive mood?

I didn't say neither that it is incorrect to omit "should" nor that this phrase is not self-dependent and is just an abbreviation of "... that he should save". It's just my intuitive view of it.

Ok, they are two different phrases. But do their meanings have at least subtle differences? Is the mandative subjunctive more "strong" than the "should" version?

I have no reason to think that there is any difference in strength, but there may be. I wonder what evidence could be used for or against this hypothesis.

I'd prefer:
«It is required that the work be done by tomorrow» and
«It is desired that the work should be done by tomorrow»

"Should" is used to ask people and give advices, hence my opinion, I guess.
