Is this sentence correct

Actually, "One month's" is not correct. "One-month holiday" means a holiday that lasts for one month. "One month's holiday," with an apostrophe, would mean a holiday that occurred in a particular month, which I don't believe is what the original example meant to say.

In which case, "A two-fortnight holiday would definitely not be enough."

There's nothing grammatically wrong with the placement of the "not" in the original post, "One month holiday seemed to be not enough." Think about putting "insufficient" in for "not enough." The beginning of the sentence would probably be better as "A one-month holiday" or even better as "One month's holiday." Altho' most people in the modern English speaking world would consider the structure of the sentence to be archaic. "One month holiday seemed to be not enough" is fine, but then I do not believe is the common attachment regarding archaism when it comes to words & language.
