ONE FOOT HIGH (...) and WE KNEW DIFFERENT

Hello friends,
I would like somebody tell to me the meaning of these expressions:
'He was treating us like we were nothing, like we were ONE FOOT HIGH, and WE KNEW DIFFERENT.'
