2. One day a doctor will determine that my brain will has ceased to function

I found sentence q on the Web and wonder if sentence 2 is grammatical. Also why we should omit will in the that clause in sentence1?

"will has" is always wrong. You probably meant to write "will have ceased".

The tense of "cease" is relative to the time of "determine", which occurs after cessation of brain function. Therefore "has ceased" is correct and "will have ceased" is not.
