Hi teachers,

I would like to know which is the normal saying for a safety issue:

The protocol is one cell open / opened at a time.
The protocol is one cell close / closed at a time.

This is from a movie I copied down what I heard but not sure if I heard it correctly. I don't understand the difference between a condition or an action you mentioned. They are not the same meaning? Please help me understand it.
