One and a half

When saying 'One and a half" he actually means to one and a half meter? or maybe he describe the car?

This one has aluminum siding and vinyl. One and a half car garage. Brand-new door on there.

The garage was big enough for one and half cars — in other words big enough for a car with plenty of room to spare for a motor bike or the family's push bikes/ride-on mower etc.
