Some wine lovers fear there will never be wine as goood as that before the plague.

One hopes they are not forced to drink spruce beer instead. Most of those who

try spruce beer say that it tastes a bit like turpentine.

In the sentence, does this 'One' mean general people or some people? I guess it has a certain nuance when

the writer uses 'One' instead of people.
