Once vs. As

Hi!
I read the following question in a TOEIC:

"9. ______ Nora has finished this work, get her started on the account.

A. Once
B. While
C. As
D. So

(Answer: A)" ((p. 179, LONGMAN PREPARATION SERIES FOR THE NEW TOEIC TEST - Intermediate Course, Fourth Edition, by Lin Lougheed))

Do you agree with the above TOEIC book that A is the ONLY correct answer? How about C?

One of the meanings of "as" is "since" and that could have been more or less of an answer to think about. But since implies that work should be done by the moment of speaking which is not true in your v

I do not agree that "Once" is the only possible answer. "As" is also possible, in the sense of "Since".
