Once again, the Village Halloween Parade will bring all of New York together in the creative spirit of Halloween.

I suspect if I interpret the above correctly. The following is my interpretation. Correct me if I am wrong.

Once again, the Village Halloween Parade will unite all the people of New York with the creative spirit of Halloween.
