Once again or Nearly ???

Since the price of gasoline has gone up drastically, long-distance traveling by cars has _______ become discouraging to

The correct answer is (b) once again. But I couldn't understand why I can't use nearly there.
[1] Can't I use the adverb of "nearly" there ?
