On/At the base

Hi

Is it on or at in the following example:
Military: They are currently [at/on] the base.

Also, how do the following compare:

After the attack, they returned to base.
After the attack, they returned to the base?

The former I have found in a dictionary and the lack of a definite article surprised me.
