On/at date

Hello,

Can you explain to me the use of at/or for the word "date"?

For example,

The report was filed on the date indicated. ("at"?)

The interest rate on the examination date. ("at"?)

Is there a rule to go by regarding the use of at/on for the word "date"?

Thank you.

Thank you.
In your examples a "date" is one day, a 24-hour period of time. On is the usual preposition in such cases:

He came on Friday.

I met her on 4 July.

Santa comes on Christmas Eve in Scandinavian countries.
