On Your Time Watch

I don't understand some phrase in some video:



At 0:55-0:59, the off-camera police officer (the one holding the camera) said:

"First of all, I am not on your time watch."

I understand "on your time". But what would "on your time watch" mean?

I'm not familiar with the phrase either, but some online research did turn up time watch in another context that suggested to me that the officer is saying that he is not working on the citizen's schedule and is not answerable to the citizen for how long it took him to get there.
