', on which' Is this grammatically correct?

Hello everyone,

Please tell me if this sentence is correct;

'This is a level to be improved, on which we agreed.'

Or should this be

'This is a level to be improved, which we agreed on.'

They're both awkward; I'm not sure what the agreement was. I suggest:

This is the level that we agreed should be improved.

This is the level we agreed to improve.
