Where did you source this passage from? It is very poorly written. Every single sentence contains bad grammatical or word usage errors. 'Propagandize board' is a US-specific term. I'm guessing that it's a committee responsible for the promotion of a school or school district. Each other phrase that you've asked about reads strangely because each is simply wrong.
