On the table was a boal with the words, ~

On the table was a boal with the words, "To Insure Promptitude," printed around it.

I don't understand the structure underlined above.

I was wondering how that structure can come in a prepositional phrase.

On the table was a bowl with...around it = A bowl with...around it was on the table.
