On the strong ethnic lines?

Hi! everyone.
I read this expression in a book. Could you tell me whether there is an expression as-to do something on the particular lines.
As in this sentence(from my book)-Some strong parties and individuals in the six provinces have been active on strong ethnic lines.
I could not quite understand it ?
