On the staircase/in/at

John and Peter live in the same room, but when Peter turns on the air-con, John finds it too cold to stay in, so John leaves the room. When John comes back, Peter asks where John has been; can John say?

-I was reading at the back staircase. (=staircase reached by passing the fire exit)
-I was reading in the back staircase.
-I was reading on the back staircase.

If they are all correct, what's the difference in meaning?
