Vocabulary

on the sea VS at sea

Hi,

This sentence is taken from a book:

"A new and exciting era of positioning on land, on the sea, and in space began with the launch of the first GPS satellite on Feb 22, 1978"

(1) Can I change ON THE SEA to AT SEA without breaking grammar and distorting the original meaning?
(2) If you could comment on ON THE SEA vs AT SEA?

Hi Mus-te I would keep the sentence as is. When the ships have left port they are at sea. Ships float on the sea.
