The door is locked on the outside/inside.

I would use from.

The door is locked, essentially on the outside or the inside. The intention of "from" is that it must be unlocked from the outside. I once had a front door that had to be unlocked from the inside in order to exit. Likewise, if the door was locked from the outside, a key was needed to exit from the insde. The advantage was that I couldn't lock myself out.
