on the other hand

hello,

WHen you use "on the other hand," do you always need to have 'on the one hand' before it?

For example.

I can go home. On the other hand, I can go to the bar.
On the one hand, I can go home. On the other hand, I can go to the bar.

I don't think "on the one hand" is necessary. BUt can you tell me the correct answer?
