On the minute

Generally, what does "on the minute" mean?

What about here?

We're taking shots of the same street in the same spot every minute on the minute for 24 hours.

Does it mean that at 12:21:00 (hour/minute/second) , 12:22:00 he was taking a photo? But he wasn't taking a photo at 12:22:06 ?
