On the ground that + verb?

Hi teachers!


Today I googled the word secondary boycott and it said;

Industrial action by a union against a company on the ground that does business with another company engaged in a labor dispute.

What I wonders is how a verb 'does' comes after 'on the ground that'.

I've known that 'on the ground' is followed by a subject+ verb clause.


Is it an inversion? If then how?
