"on the dollar"

What's that phrase supposed to mean?

The sentence I saw goes something like this, "As America's economy keeps getting descended, big companies out there are being scooped up for deals on the dollar."

Thanks for your help in advance.

I've heard "pennies on the dollar", which simply means that you can buy something for much less than it used to cost (or what it normally costs). In your example "big companies now can be acquired/bought for much less than it was the case in the past.
