On the Delon or At the Delon?

Please look at the following question.

"The data Mr. Warren requested can be found ___ the Deleon Research Institute"
a) on b) at c) below d) by

The correct answer is a)on. I've learned I should put "on" to concrete places (detailed places). For the other places without the detailed description like names of companies, I had better put "in" or "on" there. What I've learned has been approved to be perfectly a false today through this question.

Could you explain to me why the correct answer is a) on,not b) at"?
