"I've been priviledged to have spent time on the clock with ..."

Hi,
Does this mean the speaker can do something he wants to do whenever he wants?

Hi, It doesn't suggest that to me. In fact, it doesn't suggest much of a meaning at all. The only common meaning of 'on the clock' that I'm familiar with is this.

The only common meaning of 'on the clock' that I'm familiar with is this.

A person who is on the clock in a work context is someone who is being paid by the hour, based on the time that they spend. eg
Customer: I''m sorry to keep you waiting.
