Modestly, Rachel Carson said that one book couldn't change much, but on that she may have been wrong.

About 'on that', what does 'that' refer to?

I think it refers to her guess: 'one book couldn't change much.' But my book says it's the entire sentence in front: 'Rachel Carson said that one book couldn't change much.'
