Why we say on page 17* but not *on the page 17?

But inside ' the first player' the word 'first' also specific a particular player, why we need 'the' here?

The definite article (the) is usually used before ordinals (the first, the second, the third etc.). However, there are exceptions: He came second in the race.

As to your original question, no article is for some reason used in connection with cardinal numbers:
