Do you think the two above use the same preposition?

You should say The Pacific Ocean is to the east of China.

My reference book correct me as ON

Second:

My village is [to the] north of Sai Gon

While another book firm To is right for the second

If you study Jim's answer closely, you can notice that with "on" you need a word like "side" or "coast".

... on the west coast of ...

... on the east side of ...

with "to" you do not need them.

... to the east of ...
