on or in the sea

'There are many ships in the sea.'
Is this sentence correct? When to use 'in the sea'? and when to use 'on the sea'?

Ships are on the sea and fish are in the sea when speaking of that environment. However, as a location, we could say that the US has a large fleet in the Pacific Ocean.
