On or In?

Could anyone help me with a question that has come up frequently in my office? Do you record information on a data sheet or do you record information in a data sheet? I've been arguing that you record information on a data sheet but the data sheet is stored in a binder. Some of my colleagues have disagreed with me. Thanks!

There have been several posts here on this subject.
In my opinion, "on" is the preferred preposition. I don't believe it's relevant that the sheet is stored in a binder.
