"On" or "At" preposition confusion in this sentence ?

Friends, I'm confused regarding the usage of preposition "on" in this sentence can you help me figure out should it be start with "at" or "on" ?

Sentence: On (or should it be At ?) which 'secret' long term plan this organization is working ?

I'd use "on" and I'd usually put it at the end of the sentence:

- Which 'secret' long-term plan is this organization is working on?

I am also a professional English teacher, Razer. Since two English teachers have now told you to use "on" and also to change the location of the word "is" , I'm glad to hear that you think we're both right.

I am not a professional teacher. However, I fully concur that moving "on" to the end is far more natural.

Remember the goal of communication is to convey meaning. Unless you are writing poetry, you do not want your word choices or the way you structure your sentences to get more attention than your meaning. Using the all-but-archaic style of "On which..." at the beginning will draw atte
