on or as close to ..

Direct Debits are taken once a year on or as close to 2nd January as possible.

It is not exactly the same as "as as early as 2nd January," and it may be "on or earlier or later than 2nd January but as closer to 2nd January as possible", right?

If we have the following scenarios: Sat 01 Jan Sun 02 Jan The money will be taken Mon 03 Jan, provided it is a working day. Sat 31 Dec Sun 01 Jan The money will be taken on Mon 02 Jan, provided it is a working day. I cannot see how the money would be taken earlier than the 2nd of Jan, as the 3rd of the month will be closer than the 31st Dec, which would be the only other working day when the money could be debited.
