On one's way to recovery; people/the people

Hi,

1) "The government had to take a tough line with the people." Shouldn't it be just 'people' since it refers to people in general?

2) "He's on his way to recovery." I came across a sentence on the internet that had 'a' in front of 'recovery'. Is it wrong?

"He's on the fast-track to a recovery." I think it went like this.
